Better Prepared for Urban Disasters, Providing Displaced Families with a Safe Place to Stay
When unexpected disasters such as fires, typhoons, floods, earthquakes, and landslides strike, emergency rescue is only the first step. Ensuring that people who are temporarily unable to return home have access to safe, stable accommodation in the aftermath is also an essential part of urban disaster preparedness and social assistance.
Mapleton Motel has responded to the disaster sheltering policy of the Taichung City Government’s Social Affairs Bureau by signing a contract under the Temporary Short-Term Accommodation Service Program for Disaster-Affected Residents for Years 2025–2026. This makes Mapleton one of the accommodation providers contracted by the Taichung City Government to support disaster relief efforts. When residents meet the eligibility requirements for temporary shelter, Mapleton will coordinate with the city government and local district offices to make selected guest rooms available, when necessary, as temporary short-term accommodation for disaster-affected residents in the greater Taichung Mountain Line area communities.
In 2018, the Taichung City Government’s Social Affairs Bureau established the Operational Guidelines for Temporary Short-Term Accommodation Following Disasters. Through cooperation between the government and private accommodation providers, the program assists residents whose homes have been damaged, rendered uninhabitable, or otherwise become temporarily inaccessible due to disasters. By providing temporary accommodation, the program helps mitigate the disruption that disasters can cause to residents’ daily lives.
For Mapleton Motel, this partnership represents more than a contractual commitment. It reflects our responsibility to contribute to the public good and the well-being of our community.
Located in Fengyuan, Mapleton recognizes that hotels and motels serve a purpose beyond providing travelers with a place to rest and stay overnight. When a city faces an unexpected emergency, accommodation providers can also become part of the community’s social safety net.
Within the limits of our operational capacity, Mapleton is therefore committed to working alongside the Taichung City Government to establish an accommodation support mechanism for times of disaster. Our goal is to help families who have temporarily lost their homes find a clean, safe, and relatively stable place to stay until their original residences are once again fit for habitation or longer-term government assistance becomes available.
How to Apply for Temporary Short-Term Accommodation After a Disaster
Temporary short-term accommodation is not arranged through direct applications to individual hotels or motels. Instead, eligibility assessments and accommodation arrangements are coordinated by the Taichung City Government and the relevant district offices in accordance with established procedures.
When a disaster damages a home and makes it unsafe or impossible for residents to continue living there, the relevant authorities are notified and conduct an on-site inspection. District office personnel assess the damage and living conditions using the Taichung City Disaster Relief and Housing Inspection Form. If the assessment confirms that temporary accommodation is necessary, the district office assists the affected household in completing the Application for Contracted Temporary Short-Term Accommodation Services and then contacts an appropriate contracted accommodation provider through the established sheltering mechanism.
As a result, disaster-affected residents do not need to search for or make reservations with contracted hotels or motels themselves. Instead, the government evaluates each household’s circumstances and accommodation needs before arranging suitable temporary shelter. This system also helps ensure that limited sheltering resources are prioritized for families who genuinely need assistance.
Under the current operating rules, temporary short-term accommodation is generally available for a maximum of 10 days from the date of the disaster. If a disaster occurs during the Lunar New Year holiday period, the maximum accommodation period may be extended to 12 days. Residents are responsible for arranging and paying for their own meals during their stay and must comply with the management rules of the contracted accommodation provider.
Government and Private-Sector Collaboration for a More Resilient City
In the face of natural disasters and unexpected emergencies, true urban resilience depends not only on the government’s disaster response system, but also on the collective involvement of local communities, businesses, and other private-sector organizations.
Accommodation providers ordinarily offer lodging services to travelers. Following a disaster, however, their guest rooms can also be designated as temporary shelter under government coordination, helping affected families get through the critical period when safety and stability matter most.
Mapleton Motel is honored to serve as a contracted accommodation provider for the Taichung City Government’s temporary short-term sheltering program, contributing to a broader network of post-disaster accommodation support in collaboration with the city government and local district offices.
We believe that a city’s safety is measured not only by the security of its roads, bridges, and buildings, but also by whether a family can find a place to rest in peace when the unexpected happens. Preparing in advance helps reduce confusion and uncertainty when disaster strikes. Thoughtful planning today gives families facing sudden and disruptive changes to their lives one more option for temporary shelter when they need it most.
